The M4 East extension must be built if the NSW Government is serious
about tackling congestion and preparing for the expected growth at
Port Botany according to NSW’s leading business organisation, NSW
Business Chamber
“The M4 East is a critical missing piece in Sydney’s road network and
is an economic necessity for businesses from the CBD to Western
Sydney,” said Kevin MacDonald, CEO of NSW Business Chamber.
“The business community wants this project built. It was a mistake to
end the M4 in Strathfield when it was built and now that mistake is
being perpetuated by shelving the M4 East extension.
“Job creation and business growth in Western Sydney will be hampered
if business is not provided with a clear and reliable link to Port
Botany and the Airport.”
Mr MacDonald dismissed claims that the shelving of the M4 East
extension was politically motivated by the 2011 State Election
considering that the M5 East extension contract was awarded before the
1999 State Election and passed through/near the Labor seats of
Lakemba, Kogarah, Canterbury , Rockdale Drummoyne, Strathfield , Lowe and others
“Building the three-pronged M4 East project would take cars and trucks
of the streets of the Inner West including the congested Parramatta
Road. I am surprised that a project that would give streets back to
the local community is being shelved.
“Port Botany and Sydney Airport are expected to grow significantly
over the next two decades and that will mean more trucks travelling
through the Inner West to the M4 even with the Government’s rail
freight target. It makes sense for that traffic to go under not
through the region.” Mr MacDonald concluded.”

Build M4 East- stop HUGE DAILY TRAFFIC JAMS along PARRAMATTA ROAD
between Strathfield where the M4 ends and Sydney CBD.

The reason for the HUGE DAILY TRAFFIC JAMS on Parramatta Road between
Strathfield and Five Dock as being caused by the M4 abruptly stopping
at Strathfield where the M4 and Parramatta Road FUNNEL into just
Parramatta Road. That is about 12 lanes FUNNELLING into 6 lanes. This
stops traffic in the CENTRE of Sydney.

All uncompleted freeways like the much promised M4 East need to be
finished first so that we can have an efficient road system

• It is crucial that NSW first build an efficient road and rail
network, with M4 EAST and ALL Major Uncompleted Projects completed
first.

• THE M4 STOPS AT STRATHFIELD, THE GEOGRAPHICAL CENTRE OF SYDNEY’S TRAFFIC PROBLEMS . THIS BADLY AFFECTS TRAFFIC IN ALL DIRECTIONS IN SYDNEY.

• THE M4 EAST WILL BUILD AND MAINTAIN TENS OF THOUSANDS OF JOBS . IT
HAS HUGE COMMERCIAL POTENTIAL : M4 EAST CONNECTS THE SYDNEY CBD AREA
AND THE PARRAMATTA/PENRITH/ BLACKTOWN AREA, THE TWO LARGEST COMMERCIAL
CENTRES IN NSW, INCREASING PROFITS OF TENS OF THOUSANDS OF BUSINESSES.
TRAVEL TIME REDUCED 75%(NRMA), FUEL COSTS REDUCED 40% (NRMA).BUILD THE

• There is no questioning the sooner the M4 East is built, the result
will be MORE JOBS because of the lower transport costs (40% less fuel
NRMA)to business and the huge reduction in travel times (75% reduction
NRMA) making businesses more efficient and boosting the economy of
NSW.

• The M4 has been stopped halfway between the TWO LARGEST commercial
centres in NSW-Sydney CBD and Parramatta/Penrith- Choking tens of
thousands of businesses and the NSW Economy.

• The M4 East will also LOWER CARBON IMPRINT and CARBON REDUCTION
OFFSET TAXES , saves fuel-another great benefit to average working
families.

• Build the M4 EAST now to speed up these benefits especially in this
savage recession, thousands of jobs will be saved, helping thousands
of families.

• Traffic Speed along Parramatta Road between Five Dock and
Strathfield is less than 5 km / hour during peak hours affecting
traffic for miles in all directions. In 10 years time it will grind to
a HALT.

• BUILD THE M4 EAST NOW BEFORE SYDNEY’S TRAFFIC and ECONOMY
GRIND TO A HALT.

• NSW has a High Unemployment Rate , building the M4 East will go a
long way to solving this.

BUILD THE M4 EAST BECAUSE:
• M4 East will create more JOBS sooner as is needed in today’s
Recession. A Rudd Government Priority, there are positive economic
benefits. M4 East would provide a vital and efficient transport link
between the Sydney CBD/airport/M5 and Parramatta/Penrith/Blacktown,
BETWEEN the Two Biggest Commercial Centres in NSW. This is vital for
the Economic Growth of NSW.
• It is vital for more JOBS and the Economy of NSW, that we have an
efficient road and rail network. Having unfinished projects like the
M4 East in the Centre of Sydney causes inefficiency in this network
and is detrimental to the progress of NSW as it adds billions of
dollars to the costs of running businesses. The M4 East is recommended
by the RTA and NRMA.
• M4 East will result in Lower Carbon Imprint, Lower Carbon Reduction
Offset Taxes in line with the Rudd Government’s Climate Change Policy.
The Metro will increase the traffic congestion in the M4 East corridor
between Concord and Sydney because of additional parking
infrastructure needed and traffic jams.
• The Metro will need large amounts of additional parking areas and
and infrastructure. The additional congestion and traffic jams would
result in more traffic pollution, further increasing our Carbon
Imprint and Carbon Offset Tax Bill, against the Rudd Government’s
Climate Change Policy.
• The M4 East will decrease travel times by 75% (NRMA) and fuel usage
by 40% (NRMA), this is a direct indicator of the Lowering of the
Carbon Imprint Levels. This will reduce congestion and pollution – the
new tunnel exhaust filters will remove additional pollution. The M4
East is recommended by the RTA and NRMA.

• Complete all uncompleted projects like the M4 East first. Having
uncompleted Infrastructure Projects like the M4 East creates
inefficiency and greatly adds to existing traffic network problems.

• It is crucial that NSW first build an efficient road and rail
network, with M4 EAST and ALL Major Uncompleted Projects completed.
Along with an upgrade of the Road and Rail network with more trains
and more buses and more free parking around all train stations and bus
routes, and upgrading with better computerisation and synchronising of
rail networks and traffic lights. The transport “mess” in Sydney
strongly correlates with the “mess” of uncompleted Transport Projects-
with the M4 EAST right in the middle and central to Sydney’s Transport
“mess”. The M4 EAST should be completed first.
• The cost of an underground metro network would be prohibitive.
Overseas experience indicates that one metro line (eg. Sydney to
Parramatta) is ineffective , a network of underground metros is needed
to be effective and may never be completed. Have express buses running
on M4 and other expressways instead of metros. And have express bus
bays at strategic points along the M4 and other expressways.
• The completion of the M4 East would result in less Pollution,
positive Economic benefits, better Health, and more time for
productive work and more time for workers to be with their families.
• The Government has a moral responsibility to complete the planned M4
East which has been stopped at Strathfield/Burwood/Nth Strathfield/
Five Dock/Concord .It was always planned to continue the M4 to the
city. Ten lanes of traffic merging into four lanes of traffic simply
isn’t working. This has resulted in the “dumping” of huge amounts of
through traffic into Local Streets, and the “dumping” of huge amounts
of pollution into the area.
• Residents in the areas between Concord and Sydney have been promised
the M4 East countless times.
The silent majority are very disappointed that past Governments have not
looked after them especially when the obvious benefits to families and
the wider community are so evident.
• Not building the M4 East would be another broken promise to
residents and their families in this wider area from Strathfield,Five
Dock,Burwood,North Strathfield, Concord to Sydney, as well as the
thousands that struggle with the traffic jams and pollution as they
travel through here each day.
• A Metro will increase traffic congestion and traffic jams in the M4
East corridor between Strathfield,Burwood,Five Dock,North
Strathfield,Concord and Sydney CBD. One example, the Metro will need
large amounts of additional parking areas and the additional
congestion and traffic jams would cause more traffic pollution,
further increasing our Carbon Imprint and Carbon Offset Tax Bill. This
would result in more pollution, negative economic benefits, poorer
health, higher Carbon Imprint, higher Carbon Reduction Offset Taxes
and less time for workers to be with their families.
• The Future – in 10 years time, will Sydney have an uncompleted M4 EAST
to Sydney CBD linking to Sydney Airport and Port Botany and the M5 uncompleted to the Parramatta CBD ? ; M2 uncompleted; Metros and
their tunnels uncompleted? Will Sydney be a Conglomerate of
Uncompleted Traffic Projects? Will Sydney be chaotic with traffic jams
and traffic congestion, extra pollution, more cancer? Will it take
hours longer for workers to get to and from work while breathing in
more pollution? Will this cause the economic growth of Sydney to fall
behind the rest of Australia? We need more jobs now. All the much
PROMISED and PLANNED traffic projects like the M4 EAST should be
completed first before any new projects like METROS. We have been
waiting for more than 20 years for the M4 EAST to be completed. This
problem is urgent and serious both on a Local , State and Federal
scale and needs to be addressed now.

NRMA RESEARCH
The NRMA did some research around the real benefits of building
motorways like the M4 East and we found that travelling on a motorway
as opposed to local streets can cut your travel times by about
three-quarters and help reduce fuel consumption by 40 per cent. As for
getting cars off the road – in the US Barack Obama recently announced
a $12 billion investment in greener fuels and technology so that we
stop driving cars that guzzle environmentally-unfriendly oil. Yet here
we continue to drag our heels.
